If you're trying to scale an object in Object Mode and it's not working, it's probably because you're in Blender's default proportional editing mode. In this mode, Blender scales objects based on their distance from the 3D cursor.
To fix this, simply turn off proportional editing by hitting the O key on your keyboard. Once you do that, you should be able to scale your object like normal.
